In his speech, Tokayev complained about “provocative activists” who considered it “possible and even necessary” to violate the reformed protest law.
He said there would be no more “concessions” on this point.
Tokayev pledged to build a “New Kazakhstan” and in closing out his speech stressed that amid the “geopolitical storm” Kazakhstan’s strategic course, aimed at protecting sovereignty and territorial integrity, was the most important task.
According to Tokayev, “chaotic political reforms” would only lead to a weakening of the state.

НОВЫЙ КАЗАХСТАН: ПУТЬ ОБНОВЛЕНИЯ И МОДЕРНИЗАЦИИ
Как я уже сказал, в Казахстане сложилась суперпрезидентская модель правления.
Созданная Первым Президентом Нурсултаном Абишевичем Назарбаевым партия «Nur Otan» сыграла важную роль в государственном строительстве.
Поэтому нужно полностью пересмотреть методы взаимодействия центрального аппарата с филиалами и первичными организациями. Следует решительно отказаться от бюрократии и бумаготворчества.
Фракции должны использовать не только инструмент депутатских запросов, но и возможности парламентских и общественных слушаний, публичных дебатов. Если потребуется, нужно поднимать вопрос доверия к конкретным членам Правительства и акимам.
Партия должна быть реально действующим связующим звеном между властью и обществом, на деле отстаивать интересы своих избирателей.
На прошедших выборах в Мажилис и маслихаты впервые была апробирована модель внутрипартийных выборов. В ходе праймериз в партию пришли активные люди, появилась внутрипартийная конкуренция.
До конца текущего года выборы пройдут еще в 293 округах. А в скором времени мы перейдем к прямой выборности районных акимов.
Наша партия должна стать кузницей кадров, готовить современных политиков и государственников, умеющих работать с избирателями.
Следует значительно усилить ее работу. Нужно перейти от разовых семинаров и тренингов к полноценным программам подготовки депутатов, акимов, министров и других партийных выдвиженцев.
